David Harbin, Esq.

David Harbin’s main practice areas include criminal law and family law, with an emphasis on DUI/DWI, juveniles and felony cases. David has worked in the legal profession in many capacities, as an intern for a prosecutor’s office, a law clerk for both a trial and appellate court, and for over four years as an Assistant Public Defender in Frederick and Washington counties. During his time with the Maryland Office of Public Defender, David represented thousands of clients charged with many offenses, from DUI/DWI and driving while suspended to misdemeanors like theft and assault, to serious felonies including drug distribution, burglary, sex offenses and homicides. David also has experience dealing with the complexities of juvenile cases. David knows how the system works and how a prosecutor may approach your case. No matter the charge, David will give your case the attention it deserves and use his knowledge and experience in an effort to gain the best result possible.

David earned his law degree from Duquesne University in Pittsburgh, Pennsylvania. His law studies also took him abroad to Dublin, Ireland, where he studied international law and interned for Ireland’s Chief State Solicitor’s Office. During law school, he volunteered for the American Civil Liberties Union. In recognition for his dedication and service to the cause of civil liberties, the greater Pittsburgh chapter of the ACLU named David “Volunteer of the Year” in 2002. David also graduated with honors from the University of Pittsburgh, where he was admitted to both the political science and history honor societies.

David, a Frederick resident, is a member of the Maryland and District of Columbia bars, as well as the Maryland Criminal Defense Attorneys association (MCDAA).

Andrea Cheeatow, Esq.

Andrea Chee-a-tow focuses on family law and criminal law for Harbin & Cheeatow LLC. As an attorney with the Maryland Office of Public Defender, Andrea spent over four years safeguarding her indigent clients’ constitutional rights. With the Public Defender’s office, Andrea handled thousands of cases in the district and circuit courts. Her primary focus was district court, where she routinely handled serious motor vehicle violations such as DUI/DWI and driving while suspended, as well as criminal offenses like drug possession, theft, assault, and reckless endangerment. She also has experience trying serious cases in front of a jury. Andrea brings the same tenacity and dedication that made her a successful Assistant Public Defender to Harbin & Cheeatow LLC.

Andrea has also practiced law in New Jersey, where she provided legal advice and representation regarding wills, estate planning and family law. Andrea understands the legal and emotional complexities of divorces, child custody disputes and other family law issues. These cases are often difficult on all parties and will often be emotionally difficult for those involved. No matter the issues, Andrea works tirelessly to achieve her clients’ goals and obtain the best results possible.

Andrea, a Hagerstown resident, earned her law degree from New York Law School and her Bachelor of Arts degree from Drew University. She is a member of the Maryland and New Jersey bars as well as the Maryland Criminal Defense Attorney’s Association (MCDAA).


About Erika Garrott, Esq.

Erika Garrott, Esq

Erika Garrott focuses on family and criminal law. Born and raised in Hagerstown, Maryland, Erika graduated from Saint James School in 2001. She is a graduate of Towson University where she majored in Law and American Civilization and minored in Philosophy.

Erika went on to attend University of Baltimore School of Law where she worked as a research assistant for a professor, and participated in the National Trial Competition. Erika also worked as a law clerk for the Baltimore City State’s Attorney’s Office and later was a Rule 16 Student Attorney for the Baltimore City Office of the Public Defender, where she gained valuable experience dealing with the juvenile justice system. Also during law school, Erika worked as a law clerk for two years at a personal injury firm in Pikesville, Maryland.

After earning her law degree, Erika returned to her beloved hometown where she served as a law clerk for the judges of the Washington County Circuit Court. There, Erika became familiar with the judges, local attorneys, court staff and the legal community in Washington County.

Erika is a fully certified mediator and focuses on family law issues involving child access and property. Erika is also active within her community, and is a member of the Smithsburg Community Volunteer Fire Department.
